Empirical electoral research in Germany has reached a high level of quality both with regard to theoretical approaches and methodological issues. Moreover, it is strongly linked to other disciplines in political science such as comparative political studies or political communication and also highly integrated in international electoral research. However, a changing context of voting and internal deficits are imposing challenges on electoral research in Germany which should be met in the next years and decades. Still, these challenges can also be (...) regarded as perspectives for future electoral research. This paper thus describes the current standing of empirical electoral research in Germany and gives a detailed account of the challenges resulting from this. Further, using the example of the German Longitudinal Election Study (GLES) we show how these challenges can be and are actually met. (shrink)

Participatory action research (PAR) is a form of community-driven qualitative research which aims to collaboratively take action to improve participants’ lives. This is generally achieved through cognitive, reflexive learning cycles, whereby people ultimately enhance their wellbeing. This approach builds on two assumptions: (1) participants are able to reflect on and prioritize difficulties they face; (2) collective impetus and action are progressively achieved, ultimately leading to increased wellbeing. This article complicates these assumptions by analyzing a two-year PAR project with mothers of (...) disabled children from a South African urban settlement. Participant observation notes, interviews, and a group discussion served as primary data. We found that mothers’ severe psychological stress and the strong intersectionality of their daily challenges hampered participation. Consequently, mothers considered the project ‘inactionable’. Yet, many women quickly started expressing important individual and collective wellbeing transformations. To understand these ‘unlikely’ transformations, a feminist relational account, in particular, that of relational wellbeing, proves essential. We reflect on the consequences of these findings for the dominant PAR methodology and operationalization, and propose to sensitize future PAR with marginalized women by employing relational wellbeing as an overarching ontological awareness. In order to discuss essay as a form in its relationship to philosophy, we take Adorno's text, "Essay as form", to investigate this formal choice of Frankfurt School. The lack of engagement of philosophy with decisions made under conditions of risk and uncertainty has lately received increasing attention. But philosophers have devoted little thought to the development of a conceptual framework for distinguishing different types of risks. This article begins by illustrating the need for a more nuanced conceptual framework. As the normative considerations risks give rise to are highly varied, ethicists need to distinguish between different types of risks. It then offers two ideas. First, it proposes that (...) we understand ‘risk’ as a multi-dimensional concept, i.e. a concept that can always be evaluated in different dimensions, e.g. a qualitative, a quantitative and an epistemic dimension. While this understanding of risk underlies the current practice of risk analysis, making it explicit is of value, in particular for the philosophical debate. It draws attention to the diversity of risks, helps to group them sensibly and sharpens existing arguments. Second, the article introduces a novel account of the notion ‘systemic risk’. Criticising existing accounts, it proposes we understand ‘systemic risk’ as referring to a risk that endangers the functioning of a system and originates in the system or its background noise, where a system is conceived of as a set of interdependent, interacting components that form a complex, functionally defined whole. The article identifies a number of structural features shared by systemic risks and evaluates the distinctive normative considerations they give rise to. It then argues that the notion ‘systemic risk’ is particularly suited to characterise some of the most pressing risks faced in an increasingly interconnected world. While the notion ‘systemic risk’ rests on the understanding of ‘risk’ as a multi-dimensional concept, it also complements it. Its necessity shows that in addressing risks, it is sometimes helpful to move beyond a characterisation based solely on their dimensions. (shrink)

Social robots as companions play an increasingly important role in our everyday life. However, reaching the full potential of social robots and the interaction between humans and robots requires permanent collection and processing of personal data of users, e.g. video and audio data for image and speech recognition. In order to foster user acceptance, trust and to address legal requirements as the General Data Protection Regulation of the EU, privacy needs to be integrated in the design process of social robots. The Privacy by Design approach by Cavoukian indicates the relevance of a privacy-respecting development and outlines seven abstract principle.In this paper two methods as a hands-on guideline to fulfill the principles are presented and discussed in the content of the Privacy by Design approach. The recent drastic development of agriculture, together with the growing societal interest in agricultural practices and their consequences, pose a challenge to agricultural science. There is a need for rethinking the general methodology of agricultural research. This paper takes some steps towards developing a systemic research methodology that can meet this challenge – a general self-reflexive methodology that forms a basis for doing holistic or (with a better term) wholeness-oriented research and provides appropriate criteria of scientific quality.From a philosophy of (...) research perspective,science is seen as an interactive learning process with both a cognitive and a social communicative aspect. This means, first of all,that science plays a role in the world that it studies. A science that influences its own subject area, such as agricultural science, is named a systemic science. From this perspective, there is a need to reconsider the role of values in science. Science is not objective in the sense of being value-free.Values play, and ought to play, an important role in science – not only in form of constitutive values such as the norms of good science, but also in the form of contextual values that enter into the very process of science. This goes against the traditional criterion of objectivity. Therefore, reflexive objectivity is suggested as a new criterion for doing good science, along with the criterion of relevance. Reflexive objectivity implies that the communication of science must include the cognitive context, which comprises the societal,intentional, and observational context. Ina ccordance with this, the learning process of systemic research is shown as a self-reflexive cycle that incorporates both an involved actor stance and a detached observer stance. The observer stance forms the basis for scientific communication.To this point, a unitary view of science as a learning process is employed. A second important perspective for a systemic research methodology is the relation between the actual,different, and often quite separate kinds of science. Cross-disciplinary research is hampered by the idea that reductive science is more objective, and hence more scientific, than the less reductive sciences of complex subject areas – and by the opposite idea that reductive science is necessarily reductionistic. Taking reflexive objectivity as a demarcator of good science, an inclusive framework of science can be established. The framework does not take the established division between natural, social, and human science as a primary distinction of science.The major distinction is made between the empirical and normative aspects of science,corresponding to two key cognitive interests.Two general methodological dimensions, the degree of reduction of the research world and the degree of involvement in the research world, are shown to span this framework. The framework can form a basis for transdisciplinary work by way of showing the relation between more and less reductive kinds of science and between more detached and more involved kinds of science and exposing the abilities and limitations attendant on these methodological differences. O presente artigo consiste no registro de memórias de um diretor e de uma diretora que atuaram em escolas públicas de M inas Gerais, e na análise de suas narrativas. O objetivo foi captar suas representações sobre as práticas administrativas e pedagógicas rememoradas dos anos de exercício profissional. Com a metodologia da história oral, nossa investigação buscou construir uma interpretação a respeito de atitudes, posturas e práticas enraizadas nos rituais da escola contemporânea. Pudemos observar que no período estudado havia uma (...) política extremamente centralizada, cujas diretrizes eram difundidas pelos órgãos centrais da administração burocrática. O trabalho de gestão das unidades escolares era pautado, principalmente, pelo controle do cumprimento das normas estabelecidas pela política pública de educação. (shrink)

Conceptual engineering is thought to face an ‘implementation challenge’: the challenge of securing uptake of engineered concepts. But is the fact that implementation is challenging really a defect to be overcome? What kind of picture of political life would be implied by making engineering easy to implement? We contend that the ambition to obviate the implementation challenge goes against the very idea of liberal democratic politics. On the picture we draw, the implementation challenge can be overcome by institutionalizing control over (...) conceptual uptake, and there are contexts—such as professions that depend on coordinated conceptual innovation—in which there are good reasons to institutionalize control in this fashion. But the liberal fear of this power to control conceptual uptake ending up in the wrong hands, combined with the democratic demand for freedom of thought as a precondition of genuine consent, yields a liberal democratic rationale for keeping implementation challenging. This manuscript provides an overview of forensic DNA data banks and their use, with some focus on existing programs established in the U.S., Canada, and the U.K. The intent is to provide a constructive analysis of both strengths and weaknesses in performance, and especially to suggest directions for improvement. Implementation of these suggestions will be crucial to allow DNA data banks to be most effective in advancing societal goals of enhancing public safety and collective security.

Food security is becoming an increasingly relevant topic in the Global North, especially in urban areas. Because such areas do not always have good access to nutritionally adequate food, the question of how to supply them is an urgent priority in order to maintain a healthy population. Urban and peri-urban agriculture, as sources of local fresh food, could play an important role. Whereas some scholars do not differentiate between peri-urban and urban agriculture, seeing them as a single entity, our hypothesis (...) is that they are distinct, and that this has important consequences for food security and other issues. This has knock-on effects for food system planning and has not yet been appropriately analysed. The objectives of this study are to provide a systematic understanding of urban and peri-urban agriculture in the Global North, showing their similarities and differences, and to analyse their impact on urban food security. To this end, an extensive literature review was conducted, resulting in the identification and comparison of their spatial, ecological and socio-economic characteristics. The findings are discussed in terms of their impact on food security in relation to the four levels of the food system: food production, processing, distribution and consumption. The results show that urban and peri-urban agriculture in the Global North indeed differ in most of their characteristics and consequently also in their ability to meet the food needs of urban inhabitants. While urban agriculture still meets food needs mainly at the household level, peri-urban agriculture can provide larger quantities and has broader distribution pathways, giving it a separate status in terms of food security. Nevertheless, both possess potential, making them valuable for urban food planning, and both face similar threats regarding urbanisation pressures, necessitating adequate planning measures. (shrink)

GPs usually care for their patients for an extended period of time, therefore, requests to not only discontinue a patient’s treatment but to assist a patient in a suicide are likely to create intensely stressful situations for physicians. However, in order to ensure the best patient care possible, the competent communication about the option of physician assisted suicide as well as the assessment of the origin and sincerity of the request are very important. This is especially true, since patients’ requests (...) for PAS can also be an indicator for unmet needs or concerns. Twenty-three qualitative semi-structured interviews were conducted to in-depth explore this multifaceted, complex topic while enabling GPs to express possible difficulties when being asked for assistance. The analysis of the gathered data shows three main themes why GPs may find it difficult to professionally communicate about PAS: concerns for their own psychological well-being, conflicting personal values or their understanding of their professional role. In the discussion part of this paper we re-assess these different themes in order to ethically discuss and analyse how potential barriers to professional communication concerning PAS could be overcome. Unintended negative outcomes on child behavior due to lockdown and home confinement following the corona virus disease pandemic needs highlighting to effectively address these issues in the current and future health crises. In this sub-study of the ODIN-study, the objectives were to determine whether the Danish lockdown and home confinement following the COVID-19 pandemic affected changes in emotional-behavioral functioning of pre-school-aged children using the validated Strength and Difficulties Questionnaire answered by parents shortly before lockdown and 3 weeks into lockdown, and (...) moreover, to examine whether baseline family and social characteristics could predict change in child emotional-behavioral functioning during lockdown. Parents of 40 children with a mean age of 5.0 completed the baseline questionnaire and the lockdown follow-up questionnaire. The SDQ-Total difficulties score and Prosocial Behavioral score changed significantly from pre- to lockdown [SDQ-TD mean: 6.0 and 7.9; P = 0.02, respectively and PSB mean: 8.5 and 7.9; P = 0.03, respectively]. Attending leisure time activities before lockdown was a predicting factor of changes to the worse in the children’s SDQ-TD scores, with a mean difference in SDQ-TD between those with and without activities of 3.16 ; P = 0.03. In conclusion, the study showed a modest decrease in child-emotional behavioral functioning during the COVID-19 lockdown, potentially due to parental stress. Although these results might not be generalizable due to small sample size and selected population, the results point to a need of a greater awareness of child mental wellbeing during a lockdown situation. The essay collection "Kant on Proofs for God's Existence" provides a highly needed, comprehensive analysis of the radical turns of Kant's views on proofs for God's existence.— In the "Theory of Heavens" (1755), Kant intends to harmonize the Newtonian laws of motion with a physico-theological argument for the existence of God. But only a few years later, in the "Ground of Proof" essay (1763), Kant defends an ontological ('possibility' or 'modal') argument on the basis of its logical exactitude while he (...) praises the physico-theological argument for its beauty and appeal to the common sense. In the first "Critique" (1781/7), Kant replaces traditional constitutive ontological, cosmological, and physico-theological proofs with his own regulative theoretical and moral-practical religious arguments. He continues to defend a moral argument in the second "Critique" (1788). But in the third "Critique" (1790), Kant reintroduces a physico-theological besides an ethicotheological argument in order to unify the critical system of philosophy. Kant develops further moral arguments and arguments from evil in the "Theodicy" essay (1791) and the "Religion" (1793/4), and still searches for the right kind of proof for God's existence in the "Opus postumum" (1796–1804).—Part one of this volume is dedicated to an analysis of Kant's proofs for God's existence in their historical order that explains which proofs Kant favors or rejects in various periods of his thought. Absolute and relative outcome measures measure a treatment’s effect size, purporting to inform treatment choices. I argue that absolute measures are at least as good as, if not better than, relative ones for informing rational decisions across choice scenarios. Specifically, this dominance of absolute measures holds for choices between a treatment and a control group treatment from a trial and for ones between treatments tested in different trials. This distinction has hitherto been neglected, just like the role of absolute and (...) baseline risks in rational decision-making that my analysis reveals. Recognizing both aspects advances the discussion on reporting outcome measures. (shrink)
